More than a website, it is a virtual
doorway that serves as a single point of entry to a comprehensive
set of interactive learning resources. The portal allows Soldiers
to research certificate, associate, bachelor’s, and master’s
degree offerings; apply for admission; register for classes; communicate
with faculty and classmates; submit assignments; schedule and take
examinations; receive academic, administrative, and technical assistance;
and evaluate their progress from one integrated site. The portal
brings together multiple software applications and integrates them
with existing Army systems to provide a seamless experience for
the Soldier. |

To date, more than
43,000 Soldiers have enrolled in the program. 21 percent of these
Soldiers have reenlisted or extended their service to be eligible
for eArmyU, while 27 percent are new to postsecondary education.
432 degrees have been conferred on eArmyU Soldiers as of March
9, 2004. This number is expected to grow significantly in the
near future as Soldiers who enrolled in the program in 2001 complete
their graduation requirements. Such demand indicates that Soldiers
find web-based learning a highly desired alternative to conventional
classroom-based learning and that eArmyU is empowering a new
generation of Soldiers to achieve their educational goals.
eArmyU’s contributions to
the field of online learning have been significant. The program
has demonstrated that it is possible to create a virtual environment
in which a large, highly mobile, nontraditional learner population
can thrive. To achieve this on the scale of eArmyU requires integration
of many complex components, including a robust portal, a secure
and scaleable architecture, well-designed policies and processes,
and a network of professionals dedicated to expanding the frontiers
of online learning. eArmyU was developed and is operated by the
Army Continuing Education System (ACES); the program’s
prime integrator, IBM Business Consulting Services; and an extensive
network of subcontractors. This combination has proved extraordinarily
successful because the key participants focus on what they do
best—ACES on vision, policy, and upfront counseling of
Soldiers; IBM on technology development and maintenance, subcontractor
integration, and operational process efficiency; and college
and university Education Partners on delivering high-quality
instruction and course content. Together these teams form eArmyU—a
smart, stream-lined, and effective learning opportunity for Soldiers
that advances the Army to the forefront of the rapidly developing
e-learning movement.

Overview
of eArmyU
The eArmyU portal transports Soldiers to a virtual college environment
that includes advisory and student services, course work, and online
technical support. Through the portal, Soldiers have access to over
146 academic programs and nearly 1,500 courses anytime, anywhere
through a consortium of 29 college and universities. ACES Counselors,
Program Mentors, Education Partners, and eArmyU Helpdesk representatives
interface with the eArmyU portal to support Soldiers worldwide. At
the installation-level, ACES Counselors provide educational counseling
and screening prior to enrollment in eArmyU, helping Soldiers select
and enroll in postsecondary programs that meet their educational
goals. Program Mentors work collaboratively with ACES Counselors
to provide academic advisement and support to Soldiers. The Program
Mentor also facilitates access to academic institutions, while Education
Partners provide course content, and help map and streamline Soldiers’ academic
progress. The Soldier’s designated home institution evaluates
all prior learning (including military training and experience, and
standardized testing) for maximum credit toward a program of study,
and establishes articulation agreements. The Helpdesk provides 24/7
support for all technical and administrative issues. This comprehensive
web of student support is designed to promote success, allowing Soldiers
to earn a certificate or degree from their home institution as quickly
and conveniently as possible.

To be eligible for eArmyU, a Soldier must:
• Be a U.S. Army regular active-duty or Active Guard Reserve
enlisted Soldier assigned to or in the area of geographic support
of an eArmyU-designated installation
•
Meet the minimum Service Remaining Requirement (SRR) corresponding
to the Soldier’s selected technology option: a three-year
SRR with the laptop; a one-year SRR without the laptop
•
Be eligible for favorable personnel action
•
Have a high school diploma or General Educational Development (GED)
certificate
•
Meet the home institution’s admission criteria
•
Be advised by an ACES Counselor
•
Have the approval of his or her unit Commander and appear on the
Order of Merit List (OML)
•
Sign an eArmyU Participation Agreement
